What are HSE cards and why are they important?

HSE cards (Health, Safety and Environment) are mandatory ID cards that show who you are and which employer you work for. They are part of the authorities' efforts to ensure a responsible labour market and prevent workplace accidents and social dumping. HSE cards from the Labour Inspection Authority are required for everyone working on construction and building sites, in the cleaning industry, car care or van transport in Norway, whether you are permanently employed, temporary, self-employed or a foreign worker.

How do I order HSE cards?

Fill out the order form to get started. If we need a face photo or ID document, we will reach out by email.

How long does it take?

You will receive the card by post within 14 days after the order is approved. To be approved, there must be a valid employment relationship or the cardholder must hold an official role in the company. As soon as the HSE card is ready for production, you will immediately receive a temporary HSE card by email.

How long are HSE cards valid?

HSE cards remain valid as long as you work for the same company, but for a maximum of two years. We will contact you when the expiration date approaches.

Can I get the HSE card on my phone?

Yes, you can download the Jobbkort app from the App Store or Google Play. Open the app and scan the QR code on your physical or temporary HSE card, and the digital HSE card will automatically appear in the app.

What happens if you do not have a valid HSE card?

The Labour Inspection Authority can require the company to obtain HSE cards as quickly as possible. If that does not happen, they can prevent employees from working until the cards are in order. The company may also receive a fine, and the amount of the fine will vary.

Does the company need to be VAT registered to obtain HSE cards?

As a general rule, yes, but there are exceptions. If the company has not yet reached the VAT registration threshold, it can receive a temporary three-month exemption to order HSE cards. If the turnover is still too low after three months, the exemption can be extended for another three months.

Construction cards

Employees on building and construction sites must carry a valid HSE card issued by the Norwegian Labour Inspection Authority.

Cleaning cards

Any company offering cleaning services must equip every operative with an HSE card from the Labour Inspection Authority.

Car care cards

Car care businesses must ensure every technician carries a valid HSE card issued by the Norwegian Labour Inspection Authority.

Van transport cards

Companies that operate van transport services must equip their drivers with HSE cards from the Labour Inspection Authority.
