First and foremost, the Norwegian Labour Inspection Authority functions as the supervisory authority. They ensure the regulations are followed and react whenever a company lacks valid HSE cards. They can issue orders, stop employees from working without an HSE card, and impose penalties.
At the same time, they serve as the gatekeeper who must approve everything before a card can be produced. HSE cards are not produced without the authority first validating the face photo, identification, and the employee’s work relationship. The Norwegian Labour Inspection Authority also sets the design requirements, such as mandating a color photo. When an order is submitted, the authority first checks whether the employee information is already approved.
In addition, the Norwegian Labour Inspection Authority defines the privacy framework. Because HSE cards contain personal data, the authority requires each company to authorize that data processing and renew the authorization every year.
In short: the Norwegian Labour Inspection Authority is the hub of the HSE card scheme – inspector, approver, and guardian of the regulations.
